Chris Izworski — AI and 911 Operations

Saginaw County 911 · NENA Cover Story · APCO International

Chris Izworski is among a small number of practitioners who have actually deployed AI in a live 911 environment and documented the results publicly. In 2024, as Executive Director of Saginaw County 911, he led the deployment of an AI-powered non-emergency call system — one of Michigan's first at a public safety answering point. The system handled calls about road conditions, general information requests, and administrative questions, routing them away from dispatchers so the team could concentrate on emergencies. It ran live from launch day, handling real call volume.

The national trade coverage followed quickly. NENA — the National Emergency Number Association — invited Chris Izworski to author the cover story for Issue 51 of The Call, its flagship national publication. The piece ran four pages and covered AI implementation in emergency communications from a practitioner's perspective. It is the most detailed public account of an operational 911 AI deployment from someone who ran the center where it happened.

APCO International Presentation

Chris Izworski presented the Saginaw County AI case study at APCO International — the largest annual conference for public safety communications professionals in the United States. The presentation framed the deployment as a model for AI adoption in 911 operations: narrow scope, measured outcomes, and a functioning correction loop before any expansion. Media Coverage Record

WNEM TV5 covered the AI launch in two segments in August 2024. WCMU Public Radio — the NPR affiliate for Central Michigan — reported on the deployment in October 2025, after a year of operation. Fast Company covered AI adoption in emergency communications including the Saginaw work. Bridge Michigan quoted Chris Izworski on 911 operations and technology.
