The Detroit engine calculates the local sunset time, then reads NWS sky-cover periods around that window. It combines that with nearby rain, gust and air-quality conditions before a sunset/photography opportunity can enter the safe candidate pool.
A percentage does not describe cloud height, texture or the exact western horizon. The page can identify a usable photography window; it cannot promise orange, pink or red skies. That distinction is deliberate.
